How to review Shopify purchaser exclusions for Google Ads
Excluding recent purchasers from acquisition campaigns can reduce obvious audience waste, but the workflow is not simply “upload every customer.” Agencies need clear segment rules, consent and eligibility checks, account-level authorization, list freshness and evidence showing where an exclusion is or is not applied.
Define the business rule
Start with a named, versioned rule such as completed purchasers in the previous 180 days. Decide how cancellations, refunds, test orders and missing identities are handled. Record the time window and rule version used for every result.
Apply privacy and eligibility boundaries
A customer’s presence in Shopify does not automatically make that record eligible for advertising use. Consent, applicable law, Google Customer Match requirements and the organization’s own policy must be evaluated before an export is prepared.
Audit current Google Ads coverage
Discover accessible customer accounts, active campaigns, user lists and include or exclude bindings through a read-only adapter. Compare exact provider identifiers and list freshness; do not rely on similar display names alone.

- Flag stale or failed audience synchronization
- Preserve the source campaign, list and segment version as evidence
Review before activation
An audit finding should lead to a review, not an automatic campaign mutation. A future upload or binding action should require the correct organization role, an approved segment version and idempotent provider operations.
Purchaser data requires a stricter safety boundary
- Do not send raw customer data to browser code or ordinary application logs.
- Do not treat every Shopify customer as consent-eligible for advertising.
- Do not reuse one agency client’s audience data for another organization.
- Do not auto-attach or auto-remove audiences as part of read-only analysis.
